'new' command works now

Hi!

As you might have seen from commit messages, 'new' command now works! 
The addition of a new issue takes two steps, first adding it to the LMA 
(local modifications area) and then committing (i#85 is opened to make 
it a single step, as before).

Commenting doesn't work yet, this is what I'm going to tackle next.

There is a plenty of "bite-sized" issues open to work on (79 and on) if 
one wishes. :-)
