For the record: per our discussion with Oleg in IM we have chosen to go 
the proposed route (i#125.4) and implement transparent database update.

The primary reasons for that are:
* the functionality is required in most clients;
* a client is interested in having an up-to-date snapshot of the 
database in the majority of use cases;
* having to set up and maintain a separate "updater" is a burden;
* having the update functionality built-in can potentially reduce 
locking contention.
